Norway has announced its intention to develop and manufacture sea drones in Ukraine, according to the Norwegian Ministry of Defense.
According to the ministry’s statement, Norway has allocated about 6.7 billion Norwegian kroner (approximately 580 million euros) to support the “maritime coalition” that the country leads jointly with the United Kingdom.
“Part of these funds will be used to develop and manufacture unmanned maritime vessels using KDA technology, which will be based in Ukraine,” said Norwegian Defense Minister Tore O. Sandvik.
“Norway has allocated approximately NOK 6.7 billion in 2025 to support the maritime coalition, co-led with the United Kingdom”, the statement said.
Norwegian defense company Kongsberg Defense & Aerospace (KDA) has signed an agreement with a Ukrainian partner to jointly develop and produce sea drones in Ukraine using Norwegian technology and expertise.
“Uncrewed vessels play an important role in helping Ukraine defend its territory and neutralize the Russian fleet in the Black Sea,” the Norwegian Ministry of Defense emphasized.
The day before, Ukrainian President Volodymyr Zelenskyy met with Norwegian Defense Minister Tore O. Sandvik to discuss investments in the production of Ukrainian weapons, including drones and long-range missiles, as well as the scaling up of joint defense production.
In April 2025, Norway officially joined the “drone coalition” for Ukraine.
Ukrainian sea drones have been very efficient in reducing the number of vessels in Russia’s Black Sea fleet.
